| Rules for the 2008 adidas Evergreen International Tournament What Kind of Tournament - The Evergreen International is designed to be a highly competitive soccer tournament for club teams U-11 to U-19 for both boys and girls. All teams will be guaranteed three games. Almost half the teams will play at least four games and maybe as many as six games if they advance to the final. The actual number of games will depend on the number of teams playing in the age group. Dates - The tournament will be held on July 19-22, 2007 in Burlington, Washington at the Skagit River Soccer Complex. The tournament will officially start at 12:00 noon on Thursday, July 19th. All teams must be checked in at Registration one hour prior to their first game. Registration will close at noon on Friday, July 20st. The tournament is expected to end on or about 4:00pm on Sunday, July 22rd. Tournament Contact – The tournament Director contact information is: Margaret Hedlund. 18227 Cedarbough Loop Arlington, WA. 98223 360-435-4663 Entry Fee - The entry fee is $500 per team (less $25 if all paper work and monies are received on or before May 4,2007. State Cup Champions or Provincial Champions will receive a $200 reduction in Registration Fees. Finalists in only those championships will receive a $75 reduction in Registration Fees. Challenge Cup Champions will receive a $50 discount. Entry Deadline - The entry deadline for all monies and paperwork is June 11,2007. Notice of acceptance will be mailed by June 22,2007. All out-of-state teams will receive an acceptance or rejection notice within two weeks of receipt of your application and check. This is done to allow teams to make travel arrangements. Refund Policy - Teams withdrawing after June 11, 2007 will forfeit their entire entry fee. All teams not accepted into the tournament will receive a full refund. In the event of the tournament cancellation, all monies will be returned. Selection Criteria - The selection committee’s decisions will be based on the following criteria: First - Evergreen Soccer Academy teams Second - All out of State/Country Premier level teams Third - Washington State Premier Level teams Travel and Housing - Hotels and Motels working with the tournament are posted on the web site (www.evergreentournament.com). Additional information is available through our travel coordinator at washingtonres.com. Registration – General - All players (except guest players) must be registered to the team making application. No “All Star” teams or ODP teams are allowed without written permission from the Tournament Director. A team is allowed up to four guest players who must meet the age criteria for the team playing and they must be currently registered and be in good standing with their state association. . All teams must submit a preliminary roster (including jersey #, name and date of birth for each player) signed by the Association Registrar with their application to the tournament. Each team will consist of not more than eighteen players (including guest players). All players (including guest players) must be duly registered and in good standing with their respective state, provincial or national soccer associations, as per FIFA rules, and all players must have valid I.D. available. Foreign Teams – For a team coming from a CONCACAF nation: 1.Players must present passports at registration or, if from a nations that the United States does not require a passport, proof of entry into the United States that is required by the United States. 2. Teams must have a completed form from its Provincial or National Association approving the team’s participation in the tournament. Check In - All teams must have a representative check in at the registration booth located at Skagit River Soccer Park, at least one hour prior to playing their first game. They MUST bring with them the following information: 1. The most current signed team roster, with guest players added. 2. Travel papers if you are an out of state team. 3. Player ID or birth certificates (required for all players) for each player (including guest players). 4. Medical Release forms for each player (a sample medical release form will be posted on the web page). Also, foreign teams must provide proof of permission to travel from their National or Provincial Association. Equipment – Protective orthopedic devices, prosthetic devices and any gear, equipment or appliance that is protective for a known medical condition may be worn during a game provided the device conforms to the Law 4 of the Laws of the Game. No jewelry is allowed. Shinguards are mandatory. Playing Rules: WSYSA Rules - WSYSA rules will apply, except as amended below. FIFA Laws of the Game – All matches must be played in accordance with the FIFA Laws of the Game, except as specifically modified as follows in the tournament rules: No Protests: No protests will be allowed and all referee decisions will be final, except those concerning the use of overage or ineligible players. The opposing coach and referee must be notified of an overage/ineligible protest prior to leaving the field of play and the protest must be submitted in writing to the Field Coordinator within 30 minutes of the match completion. If a protest is upheld, forfeiture will be awarded for the protested match (a 1-0 victory for the non-offending team) and all previously played matches that included the overage/ineligible player The Judiciary Committee: The Judiciary Committee will settle all protests and disputes regarding overage or ineligible players. Decisions by the Judiciary Committee deciding a protest or dispute are final and may not be appealed. Who’s Eligible: All players must be eligible to play in their age division (including guest players). A team roster listing the jersey number, name and date of birth of each player, plus player cards or birth certificates for each player must be carried by the coach/manager to all games for inspection by the referee. All players must also have a medical release form available at each game. Age Groups: BORN ON OR AFTER AUGUST 1ST U-19---1988 U-18---1989 U-17---1990 U-16---1991 U-15---1992 U-14---1993 U-13---1994 U-12---1995 U-11---1996 Conduct: All coaches have total responsibility for the conduct of their players, coaching staff, and team spectators. At no time shall foul or abusive language or misconduct be permitted at any field or other facilities being used for the tournament. Coaches who are either unable or unwilling to control themselves or their sidelines may be cautioned or sent off. The referee will file a written report with the tournament Judicial Committee. A copy of the report and a statement of any action will be sent to the respective state, provincial, or national office. Animals, weapons, illegal substance and alcoholic beverages are not permitted. Termination of Play: If in the opinion of the referee, game play must be terminated for misconduct of the coach, players and/or spectators, the offending team will be charged with a loss and the score will be determined by the judiciary committee. If, in the opinion of the referee, both teams are offending, the game will be terminated and the judiciary committee will determine the score. Red and Yellow Cards: Any Coach or player receiving two yellow cards or one red card in a game will be sent off from that game. In addition, said Coach or player(s) will not take part in the next game of the tournament. The Referees shall file a misconduct report with the Judicial Committee, who shall review the report, and may, at their option, increase or decrease the suspension in accordance with WSYSA guidelines. Coaches of any player sent off must report to the Tournament Director or any member of the Judicial Committee within sixty (60) minutes after the match. A player accumulating three yellow cards during the tournament will have to sit out the next scheduled game. A red card for violent conduct may result in either a three game suspension or elimination from further play in the tournament as determined by the Judicial Committee. The respective state, provincial or national office of the disciplined team or player will be notified. For CONCACAF teams, the committee will notify the US Soccer Federation of disciplinary action taken, and that the Federation will transmit the disciplinary action taken or required to that teams’ Provincial or National Association. Substitutions: All age groups will have unlimited substitution with permission of the referee. Reporting of Scores: Referees are responsible for reporting the score of all games to the Field Coordinator at the field, which will then be delivered to the official scorekeepers who will post on the scoreboards. Six Second Rule: Goalies will be required to use the 6-second rule as defined in FIFA Laws of the Game. “An indirect free kick is awarded to the opposing team if the goalkeeper, inside his own penalty area: • Takes more than six seconds while controlling the ball with his hands before releasing it from his possession.” Format: Venues: All games will be played in Burlington, Washington at the Skagit River Soccer Park. Another site may be designated pending the approval of the Tournament Directors. Duration of Games: Age Preliminary Games Semis & Finals and Quarterfinals U-11/U-12 30-Minute Halves 30-Minute Halves U-13/U-14 30-Minute Halves 35-Minute Halves U-15/U-16 35-Minute Halves 40-Minute Halves U-17/U-18/U-19 40-Minute Halves 45-Minute Halves All games will have five-minute half times unless shortened by the authority of the Field Coordinator (not the referee). If the start time of a game is more than 10 minutes behind schedule, the Field Coordinator may make a decision to shorten the game. He/She will do so by informing the coaches, prior to the start of the game, if the game time will need to be shortened by 5 minutes for each half. Field Coordinators will make every effort to have Semi-Final and Final games start on time and run their full length. Mandatory 5 minute water breaks may be determined by the Tournament Director based on the current conditions at the time. Each team will be notified prior to the start of each game affected by this temporary rule. Forfeiture – A team that is more than 15 minutes late forfeits. In the case of a traffic accident or something unavoidable, the coach of the opposing team can agree to a re-schedule. If a team wins by forfeit, they will be awarded a 1-0 win and receive 8 points. Home Team - The Home Team is the team listed first will be responsible for uniform color change in the event of uniform color conflict. Location of Teams and Spectators – Players and their Coaches will be located on the same side of the field, while spectators will be on opposite sides of the field. The Spectators must be located directly across the field from their respective teams. This rule may be altered if both coaches agree before the start of their respective game. No spectators will be allowed behind the Goals. Overtime: All preliminary games will have NO OVERTIME period and may end in a tie (see scoring below). All quarter-final/semi-final games will have a winner. There will be no overtime periods for quarterfinal and semi-final games. Penalty kicks per FIFA rules will be used if quarterfinal or semi final games end in a draw after regulation time with the winner advancing. All Final games that end in a draw will have 2 overtime periods of 10 minutes (5 minutes for U-11 and U-12) each. If the game is still a draw after the overtime periods, penalty kicks per FIFA rules will be used to determine the Champion and Runner-up. Scoring for Preliminaries: The team(s) with the highest point totals will advance to the quarter or semi finals. Points will be awarded as follows: 1. Win = 6 points 2. Draw = 3 points 3. Loss = 0 points 4. One point for each goal up to a maximum of 3 5. One point for a shutout 6. Examples of draws - 0-0 draw = 3 points to each team (no shutouts). 1-1 draw = 4 points to each team. 2-2 draw = 5 points to each team. 3-3 draw = 6 points to each team. 7. Minus one point for each red card issued to a player or coach. Note: In the case of a "Bye" because of no show or cancellation, a score of 1-0 (8 points) will be awarded to the winning team. (The Tournament Committee will make every effort to try to find a replacement team when a cancellation such as this occurs.) Tie Breaking: 1. Head to head competition 2. Least number of goals scored against 3. Difference between goals scored for and goals scored against (limit of 3 goals for per game) 4. Most number of wins 5. Least number of loses 6. Coin toss or Penalty Kick (Tournament Directors discretion) When selecting more than one team using the tie breaking rules, the tie breaking rules will be re-applied from the beginning after each team is selected. Game Balls – The tournament is responsible for supplying the game balls . Format for year 2007 Tournament: The Tournament reserves the right to alter the game formats to enhance competition and to improve the overall quality of the Tournament. For 4 teams: This size bracket would only have 1 group, with every team playing every other team. The top 2 teams play in the final. For 5 teams: This size bracket would have only 1 group, with every team playing every other team. The top 2 teams would play in the final. For 6 teams: This size bracket would have two groups of 3 team each, with 1 cross over game for each team. The top two teams from each group will advance to the semi final. For 8 teams: This size bracket would have two groups of 4 teams each. The top two teams from each group will advance to the semi final. For 10 teams: This size bracket would have three groups, where Group A consists of four teams and GroupB and C consist of three teams. Group A teams willplay each other within the group. Group B teams will play each other within the group and one cross over game in Group C. Group C teams will play each other within the group and one cross over game in Group B. The semi final will be the top teams from Group A and Group B playing each other and Group C will play the "Wild Card" team (best 2nd team based on points) except if the "Wild Card" team already played Group C leader in the preliminary round; then the Group A leader will play the "Wild Card" team and the top teams from Group B and C play each other. For 12 teams: This size bracket would have three groups of 4 teams each. The semifinal will be the top teams from Group A and Group B playing each other and Group C will play the "Wild Card" team (best 2nd team based on points) except if the "Wild Card" team is from Group C; then Group A leader will play the "Wild Card" team and the top teams from Group B and C would play each other. For 16 teams: This size bracket would have four groups consisting of four teams each. The Quarter finals will consist of Group A 1st vs. Group B 2nd, Group B 1st vs. Group A 2nd, Group C 1st vs. Group D 2nd and Group D 1st vs. Group C 2nd. The semifinals consist of the winner of Group A 1st /Group B 2nd match vs. the winner of Group C 1st /Group D 2nd match and the winner of Group B 1st /Group A 2nd match vs. the winner of Group D 1st /Group C 2nd match. For 20 teams: This size bracket would consist of five groups of four teams each. First place of each group and 3 wild card teams (3 best 2nd place teams (#1, most points, #2, next most points, etc) will advance to the Quarter Finals. The tournament committee may rearrange the wild card assignments to make sure the teams from the same group will not be playing each other again in the Quarter Final. The Quarter Finals consist of Group A 1st vs. WC#3, Group B 1st vs. WC #2, Group C 1st vs. WC #1, and Group D 1st vs. Group E 1st. The Semi Finals consist of the winner of Group A/WC#3 vs. the winner of Group B/WC#2 and the winner of Group C/WC#1 vs. the winner of Group D/E match. The winners of the semi finals will move on to the final.
